Special Tickets can be used by persons with physical, intellectual, or mental disabilities, wounded and sick retired soldiers, atomic bomb survivours, patients with designated intractable diseases, children with specified chronic pediatric diseases, and individuals accompanying such persons (one per person). Specifically, it can be used by (1) persons with physical disabilities who hold a Physical Disability Certificate (身体障害者手帳) as stipulated in Article 15 Clause 4 of the Act on Welfare of Physically Disabled Persons, (2) persons with intellectual disabilities who hold a Medical Rehabilitation Handbook (療育手帳) as stipulated in Article 2 of the Medical rehabilitation handbook system (Vice-Minister Notification No.156 from Children and Families Bureau of the Ministry of Health and Welfare on September 27, 1973), (3) persons with mental disabilities who hold a Mental Disability Certificate (精神障害者保健福祉手帳) as stipulated in Article 45 Clause 2 of the Act on Mental Health and Welfare for the Mentally Disabled, (4) wounded and sick retired soldiers who have been issued a War Injury and Sickness Certificate (戦傷病者手帳) as stipulated in Article 4 Clauses 1 and 2 of the Act on Special Aid to Wounded and Sick Retired Soldiers, (5) atomic bomb surviours who hold an Atomic Bomb Survivor’s Certificate (被爆者健康手帳) as stipulated in Article 2 Clause 2 of the Atomic Bomb Survivors' Assistance Act, (6) patients with designated intractable diseases who hold a specific medical expenses (designated intractable diseases) medical care recipient certificate (特定医療費（指定難病）受給者証) as specified in the Act on Medical Care for Patients with Intractable Diseases, and (7) child patients with a specified chronic pediatric disease or adult patients with grant approval of medical expenses who hold a specified chronic pediatric disease medical care recipient certificate (小児慢性特定疾病の医療受給者証) (in the case of minors, those whose custodian has been given grant approval of medical expenses), as stipulated in the Child Welfare Act.
